I have a webcam on my laptop, if someone doesn't have a camera on their end can they receive but not send?

I am trying to figure out if I have a camera or webcam (are they the same) on my laptop can I send an image to my grandson. If they don't have a camera on their can they send me images back?

Laptops may have "on board" or "built in" cams.
Typically there will be a small lens in the middle of the top screen frame: that takes the picture (both still or web feed).
Endpoint computers can see this image feed, with or without their own cam.
Without, only means they can't send you a live image: only still pic's from a digital camera (as a .jpeg fro instance).
Try Yahoo 'messenger' as a means to convey the image over the Internet.
Cross platform, fairly easy to use, etc.
