Hot water not very hot in part of the house?

I recently installed a new Electric Whirlpool Water heater. I have a large 10 year old home with a circulator pump. I have plenty of piping hot water at the utility sink and the bathroom that is really close to the water heater. At the master bath, kitchen, and powder room, I have luke-warm water, no matter how long I let it run. I have separate hot and cold controls so I'm able to isolate the hot water line. Water pressure for hot and cold seems to be identical. What would cause the hot water line to those rooms to not be very hot at those faucets?
The home is in Phoenix and is on a slab. I've lived in the home 5 years and this problem is new.

It sounds to me like the hot and cold water is being mixed some how. Make sure the circulation pump is working properly and be sure there is a check valve on the re-circulation line. A check valve only lets the water go one way, that is toward the water heater.
