florescent dye shines well in even a small amount of uv light. Im thinking have a thin glass tube in a coil about 3" thick and 12 by 24 inches. The tube would be put in the ceiling like any light and then in the middle of the city there would be about 10 1000 watt UV bulbs that are hooked up into a fiber optic tube that branches out across the city and into each people houses there could be inlline couplers that have uv bulbs in them if the fiber optic tubes have to go a long way.

I fail to see what you are trying to do? Perpetual motion, only perpetual light? If you think this will save money and get light for nearly nothing, you are wrong. The output of the florescent output will be far less than direct drive, and will consume a lot more power at the source!
