block out heat and sun from window?

I have no air conditioning in my second-floor apartment, and it is SCORCHING hot! The bottom floors and basement of the building, however, are relativley cool. I know hot air rises, but my question is: how do I effectively block the sun/heat from my windows? Closing the blinds is stifiling! Is there some kind of paper, or paint I could use that would defect the sun's rays and keep the apt cooler?

I have black-out blinds to stop the light coming through in the early hours and keeping me awake (it's light at 4am here). I have noticed that the blinds also keep out the heat. Often when I reach behind the blinds to open the window it is very hot back there, but the heat does not penetrate to the front of the blind or into the room. I guess this is because heat behaves very much like light, and as the light does not make it into the room, neither does the heat. I would recommend trying a black-out blind and opening the window slightly behind the blind to let in some fresh air.
