Is a 14 x 22 kick/bass drum for a starter set considered good?

I dont know if its "good".... standard rock kit bass drums are 18x22. so yours will not be quite as deep, which just means you will have less ring and perhaps slightly more "punch". its all about personal preference really. professionals will often use a shallower durm for recording purposes because the shorter drum allows the sound to be heard more quickly and allows for more control.
