Keep in mind that its the same blood that's in the same body that rushes to the penis so its basically shifting. However it is also muscle growth. and muscle growth equals mass, weight and bulk.
If a have a gumboil on the other hand i would swell in the face, this happens over a period of a few days so there is consumption of nutrients which replenishes and replaces.
