neutral density filter for landscape photography?

I'm thinking about getting a ND filter for long exposures. but i really don't know which one i should get in regards of f-stops. In other words, I'm having a hard time deciding what opacity i should get to help me create the long exposure. and what brand i should get.

4-ND is one of the most universal filters.

I use it when I want to increase the length of the exposure and I am already stopped down to f/22.

Using an ND filter can allow you to shoot moving water and have it end up looking like cotton candy.

Just about any brand will do ... the best of course are Hoya, BW and Tiffen.

If I need more reduction in lighting, I can add a polarizing filter to the ND and get another stop and a half reduction in the light reaching my film or sensor
