Binocular problem - can anyone tell me any information?

Hi i have an old pair of carl zeiss binoculars. On the left objective lens there is a rubber band coming away from the lens. Can anyone tell me if this hinders the binoculars or if i can get it fixed and what the cost would be. Any help greatly appreciated......Thank you!

I'd suggest you try your local quality camera shop,most city's have several,and the technology involved is the same.If not they could advise.
