best .22 lr/short bolt action for under 400?

i am an avid gun collector and looking for the most accurate and *fancy* 22 rifle for plinking and hunting. i need the gun to shoot 22 lr and 22 short without problems using the magazine. i like the cz's but it seems they cannot shoot shorts. i would like it to have iron sights and a scope rail, and it be very well made. thanks too all
also, what in your opinions is the smoothest bolt action 22?

Agree that the Marlin bolt action w/ tube magazine is extremely accurate and will handle .22 LR & shorts.
Might not fit the very smooth or fancy requirement.
If you are in the $400 range would definitely consider a Winchester or Marlin M39series.
Lever action is smooth & handles LR & shorts also.
Has Iron sights but will take a scope.
The Golden M39A is very classy ( called tha Cadillac of .22's)& will set you back a few bucks but with a nice 4x scope is crazy accurate & and fun to shoot.
Since all .22 bolt action rifles ( i can think of ) use the bolt handle to "lock up " none are all that smooth except high end target rifles.
