Nikon users: What's the difference between the 2 digits, 3 digits, and the 4 digits DSLRs in D series?

I'm trying to buy a new DSLR but I notice on craigslist that the D700 is more expensive than the 4 digit cameras. Does higher number means that it's better? If not, what does the numbers indicate?
Another question: What does Hi-1 mean? I notice that some max ISO like 3200 can't be reached without the Hi-1 settings. What's the setback for using Hi-1?
