2002 Towncar a/c is cold but not much air comes out of vent. On high speed I have 13.5 volt going to fan motor?

Like I said have 13.5 volts going to blower motor on high speed. The blend door works and the vac motor opens the door for the air to come out of the vents.
I don't know what else to look for?

No cabin air filter in my car. And the high blower realy is working ok. It is sending 13.5 volts to the blower motor on high speed.

your vehicle most likely has a cabin air filter to trap out debris, allergens, etc... this filter is normally placed behind the glovebox or at the base/cowl of the windshield, this filter or the passageway to the filter is most likely blocked with leaves and other crap, If this isnt the case the only other thing i could think of would be another mode/blend door that isnt functioning properly. If the air flow through the vents is stronger on heat you probably have a faulty blend door.
BTW: 13.5V to the motor on high speed is close to optimal, so thats not your problem.
