Let’s look at this based upon conservation of energy.

Convert to kg and m, even though it may seem silly to talk about a pencil mass in kg.

M = 0.0089 kg
L = 0.16m

Standing upright, the pencil has the following potential energy (use midpoint as center of gravity):

pe = mgh = 0.0089 x 9.8 x (0.16)/2 = 0.0070

It will have the same energy just before it hits the table, but it all now will be kinetic energy. It will be rotational energy as if “spinning” around the end of the pencil in contact with the table.
