Thermostat not cutting out.?

I recently draw down 29''Hg of vacuum ,install new filter/drier and gassed this whirlpool refrigerator,Mdl#12bmxEN,one door and manual defrost.Within an hr. after plugged in fridge ,the entire evaporator is covered with ice flakes and the thermometer which I placed inside the evap.is reading -2 degree celsius and yet the thermostat is not chipping out. I even remove the thermostat from where it was originally placed and put it some where else where it would be quicker to chip in but to no avail.The high side is very very very high but the low side is not that cool.I put in 4.5ozs of gas as is required by the system the first time around but after noticing nothing different I topped up the fridge with about 1/2 an ozs more gas and still to no avail.
N:B. The thermostat is working properly(I turn on/off the fridge motor with the thermostat).
What is going on here ?
